In that case I say go for it, I am not too far into v13.5 (mainly just doing story stuff) But everything is so new and different especially the areas. Also for your questions 1 and 2. There for sure are some issues a lot of the quests just got completely reset 3. The stuff like talon, flora, florin stuff are fine but some quests like save my starly will be reset and won't be able to be completed after restoration 4. Pretty sure Terajuma got a total story overhaul. Don't know for sure but when playing through the game a lot of the npcs were thanking me for doing things i never did back in v12 and 13

I personally wouldn't start a new save since the dev team might do another massive overhaul of some parts of the game
