Personally i don't think dogs should have a leash, i mean it depends, if that dog does not listen to its owner's commands and/or if it starts attacking other dogs, they can use a leash BUt in your case, your dog is cute and harmless, and from what you've said you're on good terms with it, so it doesn't require a leash Just my opinion
