Thief is definitely getting boosted! Not having a field effect in the city gives me a feeling that "everything is allowed", therefore makes it different from the fields in other areas, where you see restrictions. It's fun and all, but you don't need a field effect everywhere. If we get overzealous with this, we might end up in the wrong direction.

Probably for Reborn, as I see no Ferrothorn. Cradily over Tangrowth. Specially defensive if you must. It can beat most fire mons Charlotte has. Cacturne will spam Sucker Punch at everything that comes your way. Torterra... is Torterra Add Ludicolo.

Jirachi can fill in many spots. It really depends on what your team needs. I've seen defensive wish passing Jirachi, the classic t-wave/body slam + iron head + serene grace one that basically guarantees free turns (I think paralysis is 1/4 chance, and flinch from iron head 6/10 which gives us 85% chance to paraflinch). Place a Zen Headbutt and a filler move of your choice (usually protect or u-turn). Protect for certain recovery, u-turn for kept momentum and bug coverage. A special Jirachi is also a choice, but I haven't encountered any.

Normal, Steel, perhaps some fighting moves if it resembles an arena. I'd like to believe that the water fields will get certain adjustments, because right now every type, bar water is nerfed in them.

It makes no sense to use Skarmory as an offensive mon, because it has huge potential to work as a defensive wall, and there are other mons that do the offensive part much better than it does. The most common and most effective set is this Try this
