Having both Klefki and Whimsicott is a bit redundant. I think Granbull is a viable choice, as it learns EQ to deal with the resistant Fire, Poison, Steel types, has intimidate to fend off physical attackers, and has good enough stats to stand on its own. It fills holes, depending on how the EVs and movepool are. At the point we reach Adrienn megas should be included. A M-Mawile is needed, even if it's not xyr Ace.

You don't really need the fire stone. Drought Vulpix handles Shelly well enough.

If we are going to take type purely into consideration, yes Ice as it is, cannot cope and had better be something else, as its resistances are in other types too. Since we talk about pokemon, I assume that taking into consideration any trait the pokemon may have is there to either compliment the type, or make use of what it can. Weavile doesn't care about its typing, other than the ability to have STAB. Dark/Ice is a combo rarely resisted, so Weavile gets points for that. Water/Ice is not a bad combo as it is, because Water cancels Steel and Fire. We are back to 4 weaknesses, only now you're substituting 2 types for 2 more rare ones (Fire and Steel - Electric and Grass). Mamoswine is just good as a pokemon.

Bibs is going to kill you. You must be looking for Ice Ice indeed has it's bad moments. The same goes for Rock, Grass and Bug. You will not see many people use Ice or Rock, but there are several mons that are indeed great. The first examples that come to mind are Kyurem-B, Mamoswine and Weavile. Weavile is redundant because its stats make it frail anyway. Exceptions to your rule should be: Cloyster, Mamoswine and Weavile. But yeah, usually it's bad. I wonder what would happen if we had a Bug/Ice pokemon?
