Well Torchic is the best one, but most of them are pretty functional. Reborn's field effects kind of favor fire types, so that's something to keep in mind. Some starters like Charmander have a ridiculous early game due to dragon rage, while some have a very strong late game like Typhlosion with the very powerful Eruption which also destroys many irritating field effects/turns them into fields favorable for fire types.
Ehhh, maybe 2 or 3 runs. I don't really play the cannon games that much any more (I still am planning to play through Sun/Moon at least once), so Reborn and Rejuv are my main fixes if I want to play a Pokemon game.
This one would need some restrictions like no mons below the tier that the nation is playing or something or else you could just give someone a team of Caterpie, Weedle, Magikarp, Corsola, Scatterbug, and Wurmple, for example.
Because of the field effects and current gym leader line up, Fire types are pretty busted in Reborn. Combine that with a great offensive typing like fighting, and that's that. Blaziken is basically the best obtainable Pokemon in the game for a reason. (Fantastic typing, Good stats and movepool, and broken ability)
Lillipup is a nice early game attacker that you can get right before the second gym, coming with some pretty strong moves such as take down, and both of its evolutions are pretty early. It also sports a nice ability in Intimidate. (scrappy is kinda useless because it gets Crunch super early on, and Sand Rush isn't all that good in game) It doesn't exactly fall off in the later part of the game so you can use it all of the way through, but it does get outclassed later on.
I'd argue against commentary. It could possibly alert one player to what the other is planning if they aren't subtle enough about it, for example, and that would be unfair.
If it were post commentary that would be 100% fine.
Truth be told, I wouldn't want any Pokemon line to be removed from the series, but if I had to choose one it be the Conkeldurr line. Easily the worst designs in the series.
If your opponent were unable to battle you, you'd end up facing one of the substitute players from their nation instead of your opponent. Not quite sure on deadlines, but it should be by Sunday?
Typhlosion is my favorite start Pokemon, with Feraligatr being my second favorite. Espeon is my favorite Eveelution, and Rowlet is currently my favorite gen 7 starter.
As long as your cheating isn't somehow ruining the fun of others, I see no issue with it. Personally, I find cheating to detract from the enjoyment of the run, but to each their own.

I have a strong sense of right and wrong and I stick to it. I always try to do what I feel is the right thing, and I am adamant in my beliefs. Nobody's sense of right and wrong is objective, but I stick to what I believe. (Of course things I learn can change this, but I refuse to do something I believe is "wrong) I've been told by a few people that I have a strong sense of integrity, so I must be doing something right. I hope that didn't sound arrogant.
