It is pretty strong, but the fact that a single use of gust completely terminates it does make it fairly easy to circumvent if you thoroughly read the field effect notes

Currently watching his Insurgence nuzlocke, and I think he's operating under the rule that he's only allowed to get a single static encounter in any area, which probably won't work all that well with a game like Reborn, where the static encounters are pretty much essential.

Sadly, some things are beyond even the gods. Like getting people through college, or making AI work properly, or obtaining Budew.
