They are largely different Pokemon, like not even close to one another. So yeah, depends largely on the needs of the team although, as someone said, having both could be a cool idea.

Lucario's Special Attack is actually higher than it's physical attack.

Eh its a two sided thing. Focus Blast is and innacurate Fighting Special while Iron Tail is an inaccurate Steel Physical. Pick your poison. Although Aura Sphere exists and SD + CC is a great combo.

Ah reju. It's like 1% rate, rather really annoying to find it.

It's good, there's a lot of moves it makes you immune to that you can take advantage of. Like it nets you a lot of Immunites to moves. It's much better than Overgrow and totes worth.

Bullet proof is pretty good. It makes Chesnaught immune to stuff like Sludge Bomb.

My favorite pokemon is Lucario, but do to him and Riolu having the defending skills of a wet paper bag, I feel like he's not the best pokemon to be starting with
