Gible is not available in the game. Frillish is, IIRC, one of the possible Pokemon from the Mystery Egg in the Jasper Ward. It is unlikely that you'll be able to get it, as there are 15 possible outcomes.

You battle opponents with mons with Pickup in your party. If those mons are of the required level, they have a chance after every battle to grant you that item.
