If you renovate the Railnet, you should be able to get it.

That is a Steelixite, after you beat Adrien's Gym you can go back to the Opal Ward Center and choose to renovate the Railnet project. If you already renovated the Obsidia Slums or Azurine Island you will have to wait until Episode 17 is released and beat another gym leader so you can renovate another area.

Are the event Pokemon gone after the city is renovated? Is there any other way to obtain Petilil and Budew?

&

Is 7th Street locked out after the renovation?

Yeah some Pokemon can't be obtained after renovation

&

Are you team aqua, then you can access 7th street on the northeast corner, or if team magma the house near the Pokecenter.

Dunno about the event pokemon, but some aren't obtainble anymore.

 

Afaik no other way to get Budew, Petili can be found in Iolia Valley.

 

7th street is untouched.

Aw man that sucks, I've been wanting to save getting a shiny Petilil until I get the shiny charm (this was before I saw Rhythm's response)

I'm Aqua so I'll have a look around the ward, it may just be bc I went in the wrong building

Have there been any changes to the Numel event in the Lower Peridot train station? Tried doing it in various weather to no avail. Is there a badge requirement for it, like it was before e11?

How about you try loading in EP15, be sure to save in a Pokecenter.

You probably want to be somewhere from level 75-80. 

There are some repeatable trainers in the Great Hall that have really high level pokemon so give a lot of experience. If they're  too hard, there's a clown in Agate Circus next to the main desk that has slightly lower levels.

You have to repair the stairs at the south entrance of the city and then it will be in the house you can access form the stairs
