yo how do you begin this quest?

1. Pokedex shows that Krabby and Kingler can also be found at Jasper ward. 2. Grass at Beryl Cemetery doesn't spawn pokemon. (or has like a really, really, really low encounter rate, idk)

Go up the stairs east of the Pokemon Center of Agate City. On that level there's a narrow path of water. Surf on it. You'll also need Waterfall and dive.

yo i turns out it was blizzard after all, but you have to use it while battling on the grass not on the water

I'd say stock up on max revives and full restores. I can't really help you much strategy-wise but since 2 out of these 3 battles are doubles, it'd help if the first two pokemon in your party have good synergy and moves that hit both foes.(I led with a Krooodile with EQ, and a M-Aerodactyl with Rock slide). If you don't want to train I suggest you to rarecandy your way up, and change your pokemons' nature at the pokemon psychology, since now it costs 3 heart scales but you get to choose the nature.
