      (5/300)*100 = 1.6~%

      All Might currently is at 1.6% Strength than he was at his prime - and he still decimates everything.

      chart by hand, you can probably push through the Big Bosses with x1 effectiveness. The not so obvious ones (like you mentioned) can be learned through trial & discovery, that's what the regular trainer battles are for.
