The set you mentioned is for normal Heracross, which takes Moxie into account and tries to work around that, whereas M-Hera is completely different, as it gets Skill Link and as such its movepool is now : Arm Thrust/Close Combat, Bullet Seed, Rock Throw and Pin Missile (or something else, because this one sucks). Anyway, what we know for sure is that in future releases, more pokemon will get fairy moves, as now we have way too few. How could we give the measly bug something that hits with 3.5X the original power? That's even higher than the Sniper+Critical Hit combo (only at 2.25). Not trying to limit your imagination or anything, but the way I see it, it's best not to come up with new abilities that are overpowered.
