It should be there, hm. I believe it's purchasable in 7th Street. EDIT: It's in the In-game Item Guide V2 (E15-proofed) under the "Items to summon/obtain Event Pokemon" It costs 600 PokeYen from a vendor in 7th Street.

Zumi has been busy as of lately so it'll be awhile til it gets updated. But to answer your question, neither are in the game.

Personally, I avoid recovery moves since we have access to healing items that do a better job. But to answer your question, while either set is fine, the defensive set for Clefable is what I would use. The setup potential with Clefable is amazing w/ Stored Power+Moonblast+Flamethrower in place of Moonlight. And for Serp, both options are fine. I'm probably gonna run Leech Seed on mine.
