No, Neutral form is literally jsut an animation change. WHne you send it out it starts in Neutral but then it turns to active right away. It has no real effects.

I have a habit of doing that, lol. But still, if you beat some of the E4 before losing, the E4 wouldn't objectively be the four strongest besides the champion.

Also might depend on whether the League is self-administered by the E4 and champ or if there's a governing body like in sports irl that approves its membership.

Which could also explain why the standing champion remains the champion after they are defeated, though that could also just be a game mechanic.
