Unless you didn't get the egg beforehand. The event wasn't resetted but if you never got the Ducklett egg in an earlier episode then the Cacnea is still available to you.

I can think of magnet powder, blast powder, link stone, pokesnacks, silver ring (Corey's) and data chip (for the porygon). As well as almost all of the key items. Additionally you get rock smash from a black belt, not a hiker. The hiker gives you the mining kit.

TM76 Struggle Bug: Obtained by defeating Shelly (third gym). TM77 Psych Up: Obtained in the dark room in the second Peridot factory (after the fourth gym). TM94 Rock Smash: Obtained from a man under the grand stairway (after the second gym). TM96 Nature Power: Obtained by defeating Florinia (second gym). HM01 Cut: Plot item obtained from the Jasper Ward police (after the first gym).

You can pick it up in the depths of the underground railnet. Align the train tracks so that the gate on the left hand side of the railnet opens. You'll need to bring a pokemon with rock smash, and then use it on the cracked wall sections. It's behind one of those, near the train down the stairs. Edit: It was added in episode 12 but to an earlier area Cowtao. I haven't played through the whole thing post ep 12 yet but it stands to reason that some areas were darkened as a result of this. I know that the area that flash is found is dark, so you'll need to navigate that but it's not too hard.
