Both can be obtained in 7th street, which is pretty late in the game so you definitely won't need to make a new save to find them. For Piplup, look for the "rare candy" and for Chespin the oddishweed. Just 'cause I'm nice I'll also tell you that the oddishweed isn't in 7th street. I'm sure you can figure out the rest.

I'mma jump in here and tell you to get a Combee. You can catch them by headbutting trees outside the grand hall. If it has hustle it can be surprisingly useful, and Vespiquen is possibly the best non-starter pokemon available for the early game. If that's not your thing then I can personally recommend technician Meowth, Teddiursa, Budew, Hoothoot, and surprisingly Grimer as excellent pokemon available before the first gym.

As in once we get to Ametrine we find something that allows us to find other pokemon in earlier areas, or with the release of episode 13 the distribution of pokemon in earlier areas will change?

If you've beaten the meteor guys in the park then you can only find sunflora during the morning period.
