Yes, both are male (although I do have a few female Togepi). If you want a female Fennekin, it will take a bit to level it up and breed it. If you are interested I have 6IV of Dratini (M and F), Fennekin (M), Horsea (M). Others I can offer is Shiny 5IV Deino, Dratini, Fennekin.
