You can't find Rouge in ep 16 after he escapes to the Toumaline Desert. However, if that still hasn't happened, you can find him in ep 16.

Custap: One in Aventurine Woods or search the Department Store

 

Moomoo Milk: Remember the Miltanks on Route 1? They seem to be willing to give you milk if you gave them an Oran Berry...

 

Energy Root: Look for a Medicine Shop run by a certain fully evolved Grass starter
