It requires you to fund a certain restoration project. If you got goomy you can't get chimchar until after you beat the next gym

No. Wild Dratini's location is in the game. That doesn't mean we can go there. Check the obtainable list here

No, that just means that dratini has been added into the game, but in an area we can't reach yet.
