Might not be possible, Chansey only has Lucky Egg in some generations, it didn't in Sun and Moon, so its held item data might be updated to just a Lucky Punch. It shouldn't require any additional quests or other items, the scented lure should be it. I can confirm interacting with it before shouldn't remove the opportunity, I did that too. Have you got Patch 3? Was released pretty recently, I'd suggest trying it with that one, perhaps it was a bug in patch 2.

Thankfully, leftovers effect was patched out after initial release, that Florges... I almost wept when I finally took them down. I love the ending, a good cliffhanger and I like all of the new content this version, especially in the Badlands.
