If Scolipede is added to roster, half your team will be susceptible to flying threats, so i am liking Crobat over Scolipede as your poison type on your team, Swanna's 87/87/98 base offensive stats are mediocre at this point of game as well as Emolga, since most leaders have good IVs on their defensive stats, Magnezone is definitely needed for special wall breaking(as most of your team are physical attacker), as for Mawile, it may seem like it has subpar base physical attack stat of 85 , but Sheer Force ability guarantees its Play Rough and Iron Head hitting harder than usual, i am liking it over Cacturne as they both get dark moves with Mawile getting Crunch boosted with Sheer Force despite not being its STAB, plus it has potential to get its mega(sooner or later), moreso, it is neutral to fighting type with its fairy typing countering fighting types as many members of your team are also susceptible to fighting moves, and it has access to Stockpile to boost its poor special defense.

You will need a female Infernape as mother though, so a breeding with ditto is inevitable to produce female Chimchar since gender ratio of all starters are M:F = 7:1 , most you get from starters are male ones unless you softreset for female Chimchar at the beginning.

IV may be tied to the survivability in wild sure, I am not so sure about nature though, what you said about Gentle Gyarados, let's not forget about where Gyarados comes from, a weak ol' Magikarp, gentle nature might help Magikarp getting away with special attacking predators in wild living long enough to evolve, even with Timid nature, it helps with fleeing from falling prey to fast carnivores, besides those damping natures are not entirely unusable in battling(for those who are not into cmopetitive). It is mostly depending on trainers really with how you bring out the best in your companions.

Another electric type that learns thunderbolt by natural level up is Eelectrik, evolved form of tynamo, at level 44, Levitate on an electric type is really good leaving it without weakness barring Smack Down and Gravity, plus Eelectross the final evolved form has amazing learnset. Though if you want to get Tynamo, you will have to do it now as once you progress beyond Luna, returning to Reborn City requires completing entire story up to current update. Tynamo can be found in East Peridot alley on thunderstorm day. Also like Arcanine and what Viri said about Helioptile and Heliolisk, Eelektross cannot learn Thunderbolt once it evolves from Eelectrik, so there is that. Eelectross itself boasts a slight higher physical attack, therefore it is optional whether you like to train it to physical or special sweeper depending on what you need on the team, for physical, Eeletrik learns Wild Charge by level 59, which is a pain, i usually run mixed set, with negative nature in speed(it is slow anyway so why not sacrificing speed for more prowess) and positive nature on either physical or special attack(Brave/Quiet respectively)

Adding to what Viri said, you can also get Flash Cannon for Blastoise via relearner, it is Blastoise level 1 move which cannot learn by its both pre-evo forms. and yes Viri, Magnezone is superior Flash Cannon user.

Squirtle is bae, it has got multiple coverage moves like dragon pulse, dark pulse at its disposal man :[ You can get most other starters via event quests, like Piplup etc. I used haxes, haxes are your best friends during Arceus battle, especially Toxic from Dragalge etc

First of all congratulation to your brother and your family for this great news. You will require Rock Smash, smash the cracks on the wall you find at underground railnet(the one with the rail direction changing puzzle), one of them will lead to House Key, whereas other has Corrupted Pokeball(It's an event pokemon, you'll be surprised ), the move relearner is at Onyx Ward standing outside frowning over losing her key, give her the key, and she will help you with the relearning. With movesets, I believe Reborn current episode has updated to ORAS movesets

Well, you have Flamethrower and Wild Charge as TM when you have access to it, for that matter, make sure that your Arcanine doesnt have hindering nature on special attack or attack. Otherwise, best physical moves like Flareblitz and Close Combat are either egg moves(parents are Darmanitan, Infernape or Lucario etc) or pre-evolution Growlithe exclusive moves, relearning by move relearner or any means is not viable unfortunately once you evolves it to Arcanine prior to learning those moves. ExtremeSpeed is Arcanine exclusive move, per what mde said, heart scales for relearner.
