From my personal experience, Pixelate Sylveon is the best. Jolteon's movepull/TM List is the big dumpster fire. Umbreon is very low impact and slow to use. Espeon is the best choice between the ones you listed, solely because it actually gets good moves by level-up... and by good moves, I mean an actual STAB move that isn't bad. uwu You also can get the Shadow Ball TM, to which Espeon is the best user of it among the three. I'd still say Sylveon is the best as it has the advantages of being both strong and bulky, and Pixelate Swift gives you a strong STAB move pretty early.

Considering the Water Gym Leader is right after Titania, you'll probably want to fix that horrible water weakness.

Unfortunately, pretty much everything that runs on RPG Maker XP has lag problems. As for what you should buy, I think you can get away with some cheapo laptop. From experience, I could run most, if not all, fangames perfectly fine. But that could just be me.
