I'd still say Sylveon is the best as it has the advantages of being both strong and bulky, and Pixelate Swift gives you a strong STAB move pretty early.

Considering the Water Gym Leader is right after Titania, you'll probably want to fix that horrible water weakness.

Unfortunately, pretty much everything that runs on RPG Maker XP has lag problems. As for what you should buy, I think you can get away with some cheapo laptop. From experience, I could run most, if not all, fangames perfectly fine. But that could just be me.

Mamoswine with Thick Fat and Earthquake is clean, especially since EQ (Mamoswine gets it at level 47, iirc.) can break away the mirror field. Trapinch also can get Superpower as a Trapinch and learns Rock Slide pretty early on too.
