    Skrelp is available early in the game. Another this is that you've already got unreleased mons at your save file and you're requesting unreleased tm on your pokemon (and btw deino can't learn that tm). This should make mono runs more challenging like they are supposed to be. wrong save file

    I usually hunt items with dead butterfree inf front and noivern with frisk and thief
