Well, a Pokémon doesn't necessarily have to chance in order to drop or go up in a tier.

It's just the Meta Game around it changing. Stalling is... Starting to pick up a little more momentum again, not like it was in Gen II of course; but it's picking up in places.

I'd like to see Suicune make a come back, we need more Gen II in the OU game.

Well, for an avid player of low tiers like me, this is great news. No more Quagsire in UU and below!
