You don't have to choose to. You can do it regardless of which choice you made. You need to make Mt. Valor calm and go down two or three staircases from the entrance. The Kyogre event will be triggered automatically.

There's a big tree on the southeast of Route 2 where Aipom gather in the morning. You won't need to look for them in the grass because they're on the overworld.

I already have the time and money to pretty much do whatever I want. So basically my life is the scenario in question. I couldn't work anyway unless it was under special circumstances because free time is a psychological need for me.

I fully evolved my starter for Keta, and didn't lower it back down. I'd personally rather deal with occasional disobedience than 1 EXP, but I'm probably the only person who makes it a point to be ~10 levels over where I'm supposed to be.

Granted. They're so good that there's no reason to use any other type. Every Pokemon from Gen 7 onwards is Bug type. I wish for autotuned pirates.
