Obtainable Pokemon are ones that are currently obtainable. All 721 Pokemon will be in the final product. Most of them are currently in, except for legendaries, pseudo legendaries, and a few others.

Top left building in Lapis Ward. You gain access after doing all the Aqua/Magma gang stuff and getting permission from the leader. And yes, the Magnet Powder is for the corrupted Poke Ball.

It was easier for me by myself. Melia only uses three Pokemon, and they go down pretty quickly. After that, it's one of your Pokemon getting pounded by two at once, unless you managed to beat one of their teams before Melia's Pokemon fainted. Greninja tore through Geara's team with Night Slash. Zetta was more difficult, with his Gigalith causing the most problems.

After you go out the door, you Surf some and there should be an abandoned building. There's a Ralts in there. Also @Red Chaos you should be able to change the mountain's mood to get through; I had the same problem and thought I was stuck because of a bug.

Reborn was originally an online Showdown league, and some of the events in the game are reminiscent of events that happened on the league, with a few additions and differences. If you go through the logged battles, a lot of the dialogue in the game was also used by the leaders in the server. It's basically a video game adaptation of a league in an online Pokemon battle simulator.

I could see Arclight being E4, just because if we battle him after the league he'd need to be as strong as the E4/Champion or stronger, and I have a hard time imagining that he'd be on that level if he isn't one himself.
