You can always follow posts that are already made, and you can always keep your eyes peeled for this: But no, there is no way to toggle it currently.

Can't say I know the exact reason, but if I had to take a guess, it's because League is not the only game played by people on Reborn, and the popularity of a game should not constitute it as pin-worthy.

It's not a question about which ability to spam less, it's about using your abilities at the right time. You can use q to engage on an enemy caught out of position, or to peel from an approaching enemy. W can be used to jump to an ally champion or minions when you need to escape or catch up to them, or when you want to give them a bit more durability in a fight. E can be used to block projectiles from hitting your team. Ult can be used as a great disengage or follow up engage in a team fight. Also, member titles change with your post count, but also with an item you can buy in the shop with your reborn rupees. Reborn rupees can be acquired by making more posts.

I have yet to see it on a support since I was pre lvl 30, so I think this might just be something you're experiencing. But it still is completely fine on top and mids.

Being nerfed doesn't always completely gut something. Miss Fortune just got nerfed, and she's still sitting pretty with a 54% win rate, the second highest of the ADC role, aside from Quinn (who almost has a 57% win rate, meaning Riot kind of screwed up with the recent changes to her). Yeah, TP got nerfed, but it's global use is still as strong as it was before.
