You can start it in Pokestar Studios in Grand Dream City

You need to read the advertisement on the table in Rhodea's apartment. The quest only starts in Paragon .Karma files.

No, its a new 13.5 quest.

If your save file meets the requirements for conversion to v13.5, you can start the quest after starting .Karma files story content.
