Heracross learns Counter at lvl 19. Common Candy him down to 18 first, if you missed it.

Well if you don't got Counter, first do what @Jess said and common candy it down below the level it learns it and then go to these 3 places to train in order. Jasper Ward (try to get to to level 23 - 25), The cave where you fight Team Meteor to save Victoria but go where that battle took place (get to level 33 - 35) , then the last place the rock smash rocks in the cave in apophyl however you spell it (get to level 42 or 43).

Glalie learns Sheer Cold at lvl 61. Leave him at Daycare, walk/bike (A LOT), then Covet (with Zigzagoon/Espurr) a Quick Claw from wild Meowths next to the place where we pick our starter (forget fucking name of it). Eventually you'll outspeed Garchomp and Sheer Cold it to death
