We've discussed this but ultimately decided against it due to our inability to truly keep track of it and the glaring advantages and disadvantages placed upon people by whether or not they dedicate their time to getting the ideal pokemon. I agree, but just make it a casual thing (no reward etc.), and make it clear that those who enter might end up facing perfect stat speed boost blazikens and the like.
