No, as of Episode 13, you can only get a maximum of 8 stickers and the highest floor that can be reached is floor 9. Those evolution items are obtained on the 10th floor.

Well, If you have 50k to repair the stairs of the town with Charlotte's gym (forgot the name, though), you can go down somewhere halfway and fetch the magma- and electrizer...

That 50k though...thought I had finally made some big bucks that episode, only to hand them over in one time... :/

Jericho was mainly talking about those who started the game after the original Magby and Elekid event was removed cannot have received Magmortar/Electivire since you need to turn in the Magmarizer/Electirizer in order to get Magby/Elekid from the new event.

But if you received Magby or Elekid before Ame removed it from the original event, yes you can get them.
