i dont know but if you put the cheeseburgers in before the pudding you can fit more of them in(remember what Kiki taught you young padawan)

gyarados just isnt at its fullest potential without moxie and d dance (ive swept countless trainers including but not limited to Radomus AND luna with moxie + aqua tail + bite + ice fang + d dance) long story short: get on gyaradoss level

I think his point is that steel wing is really weak without stab, and i think you misspoke, you said "the birds dont need to be flying type to learn steel wing" I think you meant that the birds dont need to be steel type
