    You have to patch your game to 13.04. This was a bug in a old version.

    I guess the Eevee Kristilline Town is bugged, I also didn't received the Eevee after comleting all the sidequests in 13.04 at the other runs it worked fine. I checked the Event and it was changed in the patch. Event in 13.02 Event in 13.04 But the variables for the reward are OFF after you receive the reward so its impossible to get this Eevee in the current version in a normal way.
