download the map and put it in data subfodler of pokemon rejuvenation (make sure to replace the current map) then load the game and leave the oceana pier (try going to gaeren city or something) and then come back to pier

You need to upgrade azurine to be able to do this quest. If you upgrade it go there and you'll find one NPC in the northeast part of the map

You can steal wild pokemon items. Geodudes are know for holding everstones you've probably got one while being in grand staircase -

Weather is currently bugged in ep16. You can either read this thread for tips on how to try to control it or use mod that let's you change it

try leaving the oceana pier map then come back there which save file are you trying to load? seems like a partial corruption error or loading the save file from other game

You can save when someone is talking but it is not recommended to do it because if you reset the game you might get stuck
