Why do I have to do school basketball trials. Why can't there be a box that says "I will be in the bottom C team and I'm okay with this." It would save everyone's time.
Basically because they want to distinguish between the good and the not-so-good ones. If you aim low, think that there's another person who aimed low as well but never made the team. Here, there's no C team. They pick 12 people and they have to be ready at any point to play.
