If I could give Lugia a custom ability, I'd give it one that adds STAB to water moves used by it.
Name: Irrigate
Effect: Water type moves used by Lugia gain an additional boost in power.
Secondary effect: Idk
I'd also modify Aeroblast a bit. If Lugia is underwater and uses Aeroblast, then Aeroblast gains the Water type.
(Lemme know if that doesn't make sense.)

If you give Lugia a custom ability, then I can give Ho-oh a custom ability if possible. I want to give it one that boosts the Attack stat in harsh sunlight, but HP decreases every turn.
Name : Solar Force
Effect : Increases the Pokémon's Attack by 1.5× during harsh sunlight, but the Pokémon loses 1/8 of its maximum HP at the end of each turn.
Sounds like a physical Solar Power boost. (Too bad that I'm a talentless person, though
)
