Deciding where a Pokemon should be is harder than it seems, especially when all 721 have to be available somehow... You cannot overflow one area with too many Pokemon, or put, for example, a fish Pokemon in the tall grass. And there's also the matter of if a Pokemon is too good for a specific area... Luckily, events and trades are there for those Pokemon that you have absolutely no idea where to put!
