You're given it as part of the Team Magma/Aqua sidequests. How long it takes you to get it depends on which team you joined. If Aqua, you get it after raiding Magma. If Magma, you get it after beating up Archer in 7th Street, but you can't do it immediately for whatever reason. Not sure exactly when you can, I only ended up doing it after I completed E15.

Mareep is in Jasper Ward, where you'll be heading to shortly. In a building next to the Pokemon Center, there is a man fretting about his Mareep. Walk to the hut near the Beryl Ward Gate, and pick up a Pokesnax inside a rock. Talk to the Mareep, who is also freaking out, and give it the Pokesnax. The man presumably will have died and you get to keep the Mareep.

There's a Ducklett egg in the Obsidia Slums, but I don't know if it's worth the effort to raise in order to replace Tranquill. You're fighting... Corey next, right? So I would recommend an Ampharos maybe, simply because they are powerful and tanky and feasible within the level cap. And it gets Electric Terrain, which will be a big help if you unlock the special thing. Klink is practically untouchable by his ace, but watch out for Venom Drench, it will cause you to have to switch every so often. I hear it's also good later on with Shift Gear, but I don't know for sure because I abandoned mine after that fight. ... That's all I got. Good luck ^^

Electric. In all my main series games, I always like to have a Fire-Water-Electric-Grass core in my team, but whenever I need to take my pick for Electric, I find myself dreading it. It's not because Electric is a bad type per se, but really more that there aren't a whole lot of good electric types. Some are just bad (e.g. Raichu, Electrode, Zebstrika, All the Pikaclones), others are just ones that I downright hate and refuse to use (Electivire, Thundurus, Rotom, Legendaries), and the rest are ones that I've already used before! Looking through the list of Electric Types on Smogon, I think the only usable ones I haven't tried yet are Heliolisk and Lanturn. Maybe it's my own fault and I'm just too picky, but I dunno. I just really don't like most Electric types. That's really all it comes down to.

It can't outspeed anything and dies to everything. Happiny in the gardens would be a godsend, but I have no idea where to get the Oval Stone, if one even exists yet. My chance of surviving Mincinno depend entirely on whether or not I can burn it, and it leaves Torkoal damaged. Porygon2 is the worst, though. It's bulky and powerful and nothing can take a hit except Venusaur, and only if the AI is dumb and uses Tri Attack instead of Psyshock, and only I'm at full health, and ONLY if Sleep Powder hits the first run and ONLY if it doesn't wake up too quickly. I'd like to use Zebstrika to paralyze it, but more often than not it is sacked off due to an inopportune U-Turn from Mincinno. Mightyena is only there to stave off Pyroar with minimal damage to Torkoal, but like I said there'll be Tympole to do that and better, making Mightyena worthless. I have an Electrode in the box, but it's just as bad as Zebstrika, only without Thunder Wave. I have nothing significant in my box that isn't outclassed by someone I already have on the team or just plain bad. Essentially, I am outpowered, outsped, and only have three Pokemon. Can anyone please tell me what I can do to better my odds? D:
