I've heard this argument spewed before for what is probably one of the best anime this year, Mob Psycho 100. Look, if you dislike the new character designs, that's entirely up to you. But, at least recognize that the new character designs were not meant to make the show more kid-friendly, etc. They were designed that way to allow for more vibrant movement and to pour more visual personality into the animation. What you've failed to realize is that the more rigid or complex you make a character design, the harder it is to give that character vibrant animation because of how many parts the animation director has to keep an account of and because of time and budget constraints that the animators have to work under. Rigid designs lead to rigid movement.
So, don't paint the viewers in a broad strokes. A lot of people really are looking forward to the more vivid animation. They just don't happen to be the vocal portion of the base.
It's funny. He seems more in touch with it than you as the point of the entire video flew right over your head. That last minute, which you claim he's blaming viewers in, is saying that if you don't like the new character designs and would rather keep them on-model 100% of the time in exchange for being less animated, fine. That's your prerogative. But, then stop making up these false arguments about 'running out of budget', 'appealing to kids', and 'capitalizing on Youkai Watch', etc.
