    No you don't have to do the puzzle ( i assume you are talking about the rail line thing ). You can go back to either peridot or obsidia. 7th street is unlocked later in the story though

    Between 6th and 8th street Talk to the leader of the gang you joined after you finish all the gang events( screw the other gang). He will tell you. As for your second question what part of the story are you at? Also introduce your self at the grand hall if you have the time.     Exactly!! It adds a whole new depth to the game and gives individuality to each pokemon. Each wild pokemon is unique. True. Although you don't have to rigorously breed/EV train it helps to get a few EVs in the right places
