Okay, first: Grand Hall. That's where it usually goes. A quick glance at your items, and I can see that the "random reborn rupees" is still there. So, if you only bought the item, you have to use it first, of course. If you used it, then w/e crash that happened, prevented the item from being used. So, you have to use it again.

5% in certain rocks, 1% in others. Which is weird since I thought Ame was going to remove 1% chance encounters. Maybe she forgot which would not be surprising. Or she decided not to. Welp. Can anyone else confirm this?

Depression on the mental side. Pretty easy to figure out. And rheumatoid arthritis on the physical side. At least it doesn't affect me as badly as my mother, though it tends to get worse when you grow older. We'll see. Nothing too fancy here, I suppose. This also makes me realize that I never said this before. Hmm. All right then. -

Fucking Delibird man. Two abilities that are THE SAME THING WTF GameFreak Learns one move by level up. No evolutions. Can you even make use of your Base 55 Attack? Looking at the TM's and Breeding moves... nope. ORAS might have given Delibird some things to mess with, but gdi Delibird.

It should still be there? I don't recall any changes to this event in particular, and the Item guide supports my claims. And just in case you don't know, Rock Smash is listed as a TMX in the bag, so maybe that's why you didn't notice? Try looking again? But really, unless there's a new condition that needs to be fullfilled before getting Rock Smash, the Black Belt should still give it.
