True. However I think it would be simpler to just code in the 3-4 exceptions that don't include water types, instead of all the water types that are slow, or can't swim under the sea (for example, Wingull, Pelliper, Swanna, Ducklett, etc.).
No, you've misunderstood me. After using the report button, just so the person doing the reporting knows something has been done. The mod would then PM the person who pressed the report button, saying something like 'action was taken' or 'not report-worthy' or 'not report-worthy but action was taken' (for things like a topic needing to be moved).
I've just gone through the entire Pokémon list, and the only one that I could come up with were Stunfisk, Grimer and Muk (found via surfing in Celadon, but only in polluted water, so they wouldn't be in normal water), and Azurill.
Gaunt-I guess maybe it's something like a user snapping and having an outburst, albeit one so severe it's worthy of an insta-perma ban. If they were otherwise a good user...etc. Say Ikaru was having a bad day, his partner left him, he got fired, his house was destroyed by a sinkhole, etc. and he snapped at someone-that sort of thing maybe?

There aren't, and you can't. This game is meant to be hard-nothing is handed to you on a silver platter. It requires skill, not overpowered pseudos and legends.

If you're just playing Omega Ruby then it's irrelevant. the main series games are so easy that you can beat the game with a team of anything other than 6 Magikarps.
Competitive-wise, they do completely different things, so it's kinda difficult to compare them. In terms of raw stats and versatility, Garchomp is better, but Flygon fills niches that Garchomp can't, such as U-turn and the like.
