According to Bulbapedia, they occur at a 5% rate in tall grass or flowers. Honey and Sweet Scent make it 100% I think.

are Raikou, Entei and Suicune based on the starter you choose or do they all appear?

I'm asking because I want Suicune

not necesseraliy because of competetive reasons, because I don't use Legendaries in battles, but it was the first of them I caught back then in gold... and because I like it the most from those 3

You get to battle on from a hoopa portal,

12 hours later you can battle another one

and so on for the third one.

you don't need to wait 12 hours for them to spawn a new one, i caught raikou right after i caught entei (leaving and coming back not just pressing a on the portal again).

I'd like to point out that among the tutor moves in ORAS are Outrage, Knock Off, Superpower, and Trick Room, along with a ton of other stuff that looks very nice.

You need to have either Lugia or Ho-Oh in your party and you'll encounter them in the Trackless Forest at certain intervals of time during the hour.
