Can't acess the old east garen city help quests

So I finished the 3 restoration quests and accepted the rewards, but I can't access the help quests prior to the restoration. Since some of the quest there are prerequisites for later quests, I can't start some later quests. I am currently at the end of Ep12, after the Fight with the doctor. Some help would be appreciated. Thanks in advance.

unfortunately i dont believe you can access them without starting a new save :[ those later quests are locked permanently unless a later update changes it
