If you go up to the roof at night (the weather might need to be clear too, though I can't quite remember) you should see something happen. Then you go to the apartment rooftop and he should jump off. Next you'll want to go to the Peridot Ward. Behind the poke-mart he'll then run away. You can then go to the apartment in upper Obsidia Ward to the right of the grand stairway and he'll be there. You will then have a chance to catch him.
