Sorry, but that isn't the case. They are still both under "limited event," which also means "Only available when choosing starter" in that case.

Technically, in the case of "Limited event", the "only available when choosing starter" just applies to totodile. Otherwise it just means "Only one available"

My apologies, I misread and thought he said squirtle for some reason. Either way, Sneasel is not available normally in episode 14 according to the list.
