After you talk to Valarie in Teslas Villa she tells you to go back to Kristiline and visit the Sapphire Museum. -
You have to defeat the luvdisc swimming around on the floor. I think you have to defeat 2 or 3 not sure anymore.

According to the Pokemon item guide trubbish still holds black sludge and so does crogunk. You can also get black sludge from the guy inside the bathroom at Flambee Bistro after giving him the Toilet Paper.
