You can change it here East from the gym, north from the "taxi" guy, west from the hotel. ONLY before neo gearen city. So, if you finished ep.11, its kinda not possible to change it without mods etc.

You can. In rejuvenation hidden ability is just a normal ability. Even wild pokemons can have them. Thats why Torchic is one of (or THE) best starters.
