Porygon2 has a BST of 515 with great mixed defenses, a really nice SpA, and a great move pool including recover. That is in no way passive. Meanwhile Chansey will take any special hit in this meta with ease and wish pass full hp to literally anything else on your team. It's better here than in OU.

Surely mega Goodra would be Dragon/Water or just pure Dragon, combined with adaptability this isn't mega Goodra, it's mega Dragalge with higher stats. -

No, they're just confused. Pansear will appear when it's raining under the bridge, Numel will appear so long as you have pokesnacks, outside the train station, or outside the gate to the Tourmaline Desert, when it's raining/thunderstorm after beating Julia, or at a later point in the game. Note that these aren't all possibilities, I'm just not 100% sure which are right because it's changed so many times. As for Cleffa/Igglybuff it's obtainable at any point in the game. First talk to the lady that owns them, then go into the abandoned apartment near the North Peridot alley and you'll encounter an event with two meteor grunts, then go back to the lady with the two pokemon again to battle the grunts and get your reward. Finally, I'm not actually sure that damp on Marshtomp makes a difference as the field effect in Julia's gym will be making all of the self destructs part electric type, which Marshtomp is immune to anyway. Damp just stops them from killing themselves, which is kind of counter productive.

Short answer, Starly isn't in the early game anymore. You can find it once you've got your 10th badge.

There are a few things you can do. Dwebble can be found in the grass on route 2, Crustle can be woken up with rage powder and subsequently caught.

For another couple of hours it's been a year since the day that I decided to tell the developers of pokemon reborn that spiky shield acted like king's shield. I remember the mental struggle between being lazy and making a contribution to the game I was enjoying. Happy one year for me woo. Good thing I picked the latter huh?
