I was going to mention how some pokémons are simply not available yet because there's not a good enough location for it. But then you consider Azurine Island, and realize that Goomy could be there. Chubbs answer is best answer, even though I'm expecting an event for it pretty soon tbh.

I think "Last boss" is going to be Lin. But Lin is going to be like N in B/W or Nascour in Colosseum. a.k.a we defeat her, and discover there's actually someone above Lin. Shade

But you said at the top that you got Happiny though? I'm confused. What grunt is not showing up? The one inside BLACKSTEAM factory? After all, based on the comments above, this is not glitched or anything, so we need to know this better.
